Nearly all Swedes participate in outdoor activities. Outdoor recreation contributes to improved public health, increases the understanding of nature, economic growth, and regional development. Since 2012 Sweden has ten objectives for outdoor recreation policy decided by the Government. The aim of this policy is to support people's access to outdoor activities, based on the principle of public access rights. Municipalities play a crucial role in achieving these goals by ensuring and facilitating citizens' outdoor activities. Assessments of progress towards these goals reveal challenges and an overall lack of positive development. This study aims to enhance understanding of municipal efforts towards these outdoor recreation goals. An online survey was distributed to all Swedish municipalities to investigate their level of engagement with the goals and perceived challenge. A comparison was made between municipalities ranked highest and lowest in the Sweden's best municipality for outdoor recreation ranking. The study finds that municipalities are least active in pursuing Goal 3: Right of Public Access and Goal 7: Protected Areas as a Resource for Outdoor Recreation. Economic constraints and lack of time/personnel are major obstacles identified by municipalities. Lower-ranked municipalities are less active and face greater obstacles in their goal-related work. One factor that sets these municipalities apart is whether outdoor recreation is considered in political policy documents, where it is especially crucial to incorporate it to give it a role in community planning. One key conclusion is that municipalities vary in their capacity to effectively promote outdoor recreation.
